Drawing on a shared love for classic anthology series like The Twilight Zone and Tales of the Unexpected , Pemberton and Shearsmith pitched the idea of a thirty-minute anthology drama on the spot. It was a format that television executives had long warned them against, arguing it was difficult to build a loyal audience without recurring characters or serialized narratives.
