In the bottom right corner of JDownloader 2, you can adjust "Max Simultaneous Downloads" and "Max Chunks per Download." If your proxies are slow, reduce the chunks per download to 1 or 2 to avoid overloading the proxy server, but increase simultaneous downloads to pull multiple files at once using different proxies.
